Beat cream cheese and sugar. Fold in the cream. Combine water and coffee powder and keep aside. In a serving dish, place the biscuits on the base and soak them with the coffee water. Top with cream cheese mixture. Add the strawberries and repeat these layers again. Dust the top with cocoa powder and strawberries.
